Western Regional Summit on Youth of Color and Women in the Highway Construction Trades

On September 21, 22, and 23, 2004, the Oregon Department of Transportation hosted the Western Regional Summit on Youth of Color and Women in the Highway Construction Trades. The Summit was held in Portland, Oregon at the NECA/IBEW Electrical Training Center.

The Western Regional Summit brought together 198 stakeholders in the area of construction and workforce, as well as organizations and individuals that represent communities of color and women. Summit participants examined the top ten barriers facing women and youth of color in the highway construction trades and developed strategies to overcome these challenges.

The White Paper is a culmination of the thoughts and insights of the Summit participants.

The Best Practice Compilation represents a sampling of organizations and agencies across the country, working to eliminate barriers to youth of color and women in the trades.

The Plan of Action outlines goals, measurable objectives and action steps for the Oregon Department of Transportation.
